Step 1: Materials

Plus a good base and top coat
Tools:
Small paint brush
Dotting tool with a small sphere and a point
Something to put your polish on (I used a yogurt lid)

Step 2: Base colour
Step 3: Petals
Using your small brush and your darker yellow, paint a bunch on small petals in a circle. To create the petal look, simply press your brush down (not too hard!) and the the stroke should apply the polish more on the outside of the stroke, making the inside look like the spine of a petal (...ramble ramble ramble...)
Do the same to make more flowers
Make some more petals over this with a lighter yellow
Step 4: Seeds
Using your dotting tool (the rounded side), make small dots inside your flowers. I only used a magnetic polish because I had no other dark brown, you could use any dark metallic brown for the same effect.
Using your lighter brown (shown above) and the point of your dotting tool, make a few smaller dots inside of your flower
5. Top coat and smiles!
